HMDA Layout Approval Check — how to verify a layout in the Hyderabad Metropolitan Region
What is an HMDA layout permission?
The Hyderabad Metropolitan Development Authority (HMDA) issues layout permissions for land sub-divided into plots inside the Hyderabad Metropolitan Region. Each approved layout carries a Layout Permit (LP) number such as 000391/LO/Plg/HMDA/2021. HMDA publishes these permissions in its Online DPMS public search and in two Planning Department reports; this page puts all 5,208 records in one search box.
According to HMDA, G.O.Ms.No.68 MA&UD dated 12.03.2025 declared the region as 1,355 revenue villages in 104 mandals across 11 districts (about 10,472.723 sq km). G.O.Ms.No.69 of the same date moved 56 villages in 7 mandals of Rangareddy district (765.28 sq km) into the new Future City Development Authority (FCDA).
How to verify an HMDA layout — step by step
- Get the LP number from the developer's brochure, the sale agreement or the layout board at the site.
- Search it above. Leading zeros are optional —
391/LO/Plg/HMDA/2021finds000391/LO/Plg/HMDA/2021. - Match the record with your documents: applicant / developer name, village, and (for older records) the survey numbers HMDA printed.
- Check the stage. A “Draft” record means only the draft layout letter is listed; look for a “Final” record with the same LP number.
- Open the official letter on the HMDA DPMS public search (search by file number or permit number) and compare the plan with the plot you are buying.

Draft layout vs final layout
HMDA's DPMS lists two letters for a layout: a Draft Layout Letter and, later, a Final Layout Letter. In this data 3,305 records are at the draft stage and 1,838 at the final stage. The official LRS 2020 FAQ treats layouts where plots were sold on a tentative approval without the final layout approval as unauthorised — so a draft-only record is not enough on its own.
If your layout is not found
- Check the spelling of the village or developer — HMDA's records use many spellings (for example Shankarpally / Shankarpalle / Shankerpally).
- Search by the LP or file number instead of the layout's marketing name — HMDA does not record brochure names.
- Outside HMDA limits? Layouts in other areas are approved by DTCP or the local body — see the DTCP layout approval guide.
- Recent approvals: the BuildNow portal says layout applications in GHMC, HMDA and DTCP limits are now processed through BuildNow, whose citizen search needs an OTP login, so approvals issued there may not appear in these listings.
- Unapproved layout? Plots in unapproved layouts can only be regularised under an LRS scheme — check an HMDA LRS application on the LRS status check.
