Registration Charges for a New Flat Bought from a Builder in Telangana

When you buy a new apartment, flat, villa or row house directly from a builder in Telangana, the transfer is registered as a sale deed at the Sub-Registrar Office (SRO). The IGRS Telangana Ready Reckoner, based on G.O.Ms.No.59 (stamp duty) and G.O.Ms.No.60 (registration fee) dated 20.07.2021, lists no separate concessional rate for the first sale of a flat — so the normal sale deed rate of 7.5% applies.

How the charges are split

  • Municipality / Corporation / UDA areas (e.g. GHMC, HMDA municipalities): 5.5% stamp duty + 1.5% transfer duty + 0.5% registration fee = 7.5%
  • Gram Panchayat areas: 5.5% stamp duty + 0% transfer duty + 2% registration fee = 7.5%

Which value is used?

Charges are levied on the market value or the consideration, whichever is higher. For a flat, the IGRS market value is the IGRS apartment rate per sq.ft for that locality and floor multiplied by the flat's area. Look up the rate for your locality with our Apartment Market Value search, then enter the area and rate above — the calculator uses whichever of the two values is higher.

How to calculate — step by step

  1. Note the sale price (agreement value) from the builder.
  2. Find the IGRS apartment rate per sq.ft for the locality and floor, and multiply by the flat's area to get the market value.
  3. Take the higher of the two as the chargeable value.
  4. Apply 5.5% stamp duty, plus 1.5% transfer duty and 0.5% registration fee in municipal areas (or 2% registration fee in Gram Panchayat areas).

Worked example

A 1,250 sq.ft flat in a GHMC locality with an IGRS apartment rate of ₹4,500 per sq.ft has a market value of ₹56,25,000. If the builder's price is ₹75,00,000, the chargeable value is ₹75,00,000 (the higher). Registration cost: ₹4,12,500 stamp duty + ₹1,12,500 transfer duty + ₹37,500 registration fee = ₹5,62,500.
