What Are Eco-Sensitive Zones?
Eco-Sensitive Zones (ESZ) are buffer areas around National Parks and Wildlife Sanctuaries, notified by the Ministry of Environment, Forest and Climate Change (MoEFCC) under the Environment Protection Act, 1986. This tool maps 13 ESZ boundaries in and around Telangana. KBR Park, Mahavir Harina Vanasthali, Manjeera, Pocharam, Pakhal and Kinnerasani have final notifications. Mrugavani, Pranahita, Eturnagaram and Kawal have only draft notifications, which are shown with dashed outlines and are not yet in force.
Prohibited Activities in ESZ
Within Eco-Sensitive Zones, the following are strictly prohibited: commercial mining, stone quarrying and crushing units, new polluting industries (Red and Orange category under CPCB), commercial firewood use, discharge of untreated effluents into natural water bodies, major hydroelectric projects, and use of hazardous substances. Since 1 April 2024, the Jan Vishwas (Amendment of Provisions) Act, 2023 has replaced the old prison term under the Environment (Protection) Act with penalties imposed by an adjudicating officer. Under the new section 15 the penalty is Rs. 10,000 to Rs. 15 lakh, plus Rs. 10,000 for each day the breach continues. For a company (section 15A) it is Rs. 1 lakh to Rs. 15 lakh, plus Rs. 1 lakh a day. Not paying the penalty within 90 days can lead to up to 3 years in prison (section 15F).
Construction Restrictions
The final Telangana ESZ notifications (KBR, Mahavir Harina Vanasthali, Manjeera, Pocharam) do not permit new commercial construction within 1 km of the protected area boundary, or up to the ESZ extent if that is nearer. Local residents may build on their own land for residential needs as per building bye-laws. Buildings above 20,000 sq.m also need Environmental Clearance under the EIA Notification, 2006. The KBR Park ESZ is only 3 m to 29.80 m wide (S.O. 3879(E)), so most Jubilee Hills and Banjara Hills plots lie outside it. Always verify with GHMC/HMDA and the Forest Department.
Legal Framework
ESZs are governed by the Environment Protection Act, 1986 (Section 3), Wildlife Protection Act, 1972 (for the core protected areas), and specific MoEFCC ESZ notifications for each protected area. The Supreme Court judgment of 3 June 2022 in TN Godavarman Thirumulpad vs. Union of India directed a minimum 1 km ESZ around protected areas. Its 26 April 2023 order made this rule inapplicable where MoEFCC has issued a draft or final ESZ notification or has received a proposal, and to protected areas on inter-state borders. The Telangana State Biodiversity Board and District Forest Officers enforce ESZ compliance at the state level.

What Are Eco-Sensitive Zones (ESZ)?
Eco-Sensitive Zones (ESZ) are buffer areas around Protected Areas — National Parks and Wildlife Sanctuaries — notified by the Ministry of Environment, Forest and Climate Change (MoEFCC) under the Environment Protection Act, 1986. The purpose of ESZs is to create a transition zone between the strictly protected core wildlife area and the surrounding human-dominated landscape. Within these zones, activities that could negatively impact wildlife, biodiversity, and the ecological integrity of the protected area are either prohibited or regulated. This tool maps 13 eco-sensitive zone boundaries in and around Telangana, from urban areas like KBR Park in the heart of Hyderabad to remote areas like Pranahita WLS in the former Adilabad district. Each boundary is labelled final or draft according to the MoEFCC ESZ notification list (moef.gov.in/esz-notifications).
Key ESZs Near Hyderabad
KBR National Park ESZ (Kasu Brahmananda Reddy National Park) is in Jubilee Hills. The final notification S.O. 3879(E) dated 27.10.2020 gives the park an area of 1.42 sq km and fixes the ESZ at only 3 m to 29.80 m around it (0.0582 sq km, mainly the HMDA walkway). Surrounding plots in Jubilee Hills, Banjara Hills and Film Nagar are therefore mostly outside the ESZ. Mahavir Harina Vanasthali National Park ESZ is in Vanasthalipuram on the eastern edge of Hyderabad. Per final notification S.O. 1698(E) dated 26.05.2017, the park covers 1,459 hectares and its ESZ extends up to 1 km around it, covering 40.56 sq km and 17 villages of Rangareddy district. Mrugavani National Park is at Chilkur, about 17 km north-west of Hyderabad on the Hyderabad–Chevella–Vikarabad–Tandur State Highway (as described in MoEFCC draft notification S.O. 2117(E)). Its ESZ exists only as a draft dated 04.08.2015: 5 km in areas under G.O. 111 and 3 km towards Manchirevula. No final notification has been published. The Manjeera Wildlife Sanctuary ESZ (final S.O. 1432(E) dated 05.05.2017) extends up to 1 km around the 20 sq km sanctuary and covers 65.28 sq km in the former Medak district.
MoEFCC Clearance Process
For projects within ESZs that require Environmental Clearance (EC), the process involves: (1) Screening by SEIAA (State Environmental Impact Assessment Authority) to determine if EIA is required; (2) If EIA is needed, preparation of an Environmental Impact Assessment report by accredited consultants; (3) Public hearing conducted by the State Pollution Control Board (TSPCB); (4) Appraisal by the Expert Appraisal Committee at MoEFCC (Category A projects) or SEIAA (Category B projects); (5) Grant or rejection of Environmental Clearance. The final ESZ notifications allow local residents to build on their own land for their residential needs as per building bye-laws, and do not permit new commercial construction within 1 km of the protected area (or the ESZ extent, if nearer). Each final notification also constitutes an ESZ Monitoring Committee chaired by the District Collector, with the District Forest Officer (KBR) or the District Wildlife Warden / Divisional Forest Officer (Mahavir Harina Vanasthali) as Member-Secretary. Impact on Property Values
ESZ proximity has a nuanced impact on property values in Telangana. Properties inside a notified ESZ face restrictions on commercial construction, mining and polluting industries, which limits commercial development potential. Properties near but outside an ESZ get the benefit of the green cover without ESZ restrictions. For a draft ESZ such as Mrugavani, the restrictions apply only after the final notification is published. The key distinction is whether a property falls within the ESZ notification boundary (restricted) or just near the green zone (premium lifestyle benefit).
Supreme Court 1 km ESZ Order (2022, modified 2023)
On 3 June 2022, the Supreme Court of India in In Re: TN Godavarman Thirumulpad vs. Union of India (IA 1000 of 2003 in WP(C) 202 of 1995) directed a minimum 1 km Eco-Sensitive Zone around protected areas. On 26 April 2023 the Court modified this (26 April 2023 order). The 1 km direction does not apply to ESZs for which MoEFCC has issued a draft or final notification, or has received a proposal, or to national parks and sanctuaries on inter-state borders. Every Telangana protected area mapped here has at least a draft ESZ notification, so its notified or draft extent is what matters, not a default 1 km. Para 65 of the same order prohibits mining inside national parks and sanctuaries and within 1 km of their boundary. A clarification dated 28 April 2023 adds that mining is not permitted anywhere inside an ESZ, even beyond 1 km.
