FSI / FAR in Telangana — How Floor Area Ratio Works

Floor Space Index (FSI), also known as Floor Area Ratio (FAR), is the ratio of the total built-up area of all floors of a building to the total plot area. In Telangana, unlike states like Maharashtra or Tamil Nadu where FSI is a fixed number (e.g., 1.5 or 2.5), the buildable area is derived from setback requirements under G.O.Ms.No.168, dated 07.04.2012. This means the effective FAR depends on your plot size, abutting road width, and the number of floors you plan to build.

The Formula

FAR = Total Built-up Area of All Floors ÷ Plot Area

Where:

  • Buildable Footprint = (Plot Width − Side Setback × 2) × (Plot Depth − Front Setback − Rear Setback)
  • Total Built-up Area = Buildable Footprint × Number of Floors
  • Ground Coverage % = (Buildable Footprint ÷ Plot Area) × 100

How Setbacks Determine FAR

In Telangana's building rules, setbacks (the mandatory open space between the building and plot boundary) are specified based on plot area and road width. Larger plots require bigger setbacks, which reduces the buildable footprint. However, larger plots can also go taller (more floors), which can result in a higher effective FAR. The relationship works like this:

  • Small plots (under 100 sq.m): Minimal setbacks (1.5m front on 12m road), high ground coverage (~70-85%), but limited to 2-3 floors. Effective FAR: 1.5 to 2.5
  • Medium plots (200-500 sq.m): Moderate setbacks (3-5m front), ground coverage 50-65%, 3-5 floors possible. Effective FAR: 1.5 to 3.0
  • Large plots (1000+ sq.m): Larger setbacks (6-8m front), lower ground coverage (35-50%), but can go 6+ floors. Effective FAR: 2.0 to 4.0+
  • High-rise (2000+ sq.m, above 18m): All-round setbacks of 7-16.5m, but 7-20 floors possible. Effective FAR: 3.0 to 7.0+

Maximum Building Height by Road Width

Per G.O.Ms.No.168, the maximum building height is directly linked to the abutting road width:

  • Below 12 m road: Maximum 10 m height (G + 2 approximately)
  • 12 m road: Maximum 15 m height (G + 3 approximately)
  • 18 m road: Maximum 24 m height (G + 6 approximately)
  • 24 m road: Maximum 36 m height (G + 10 approximately)
  • 30 m+ road: Maximum 51-60 m height (G + 15+ approximately)

Non-High-Rise vs High-Rise Buildings

Non-high-rise buildings (up to 18 m / approximately G+5) follow Table-III of G.O.168 where setbacks vary by plot size, road width, and height. High-rise buildings (above 18 m) follow Table-IV with all-round setbacks based on building height — minimum 7 m for up to 21 m height, increasing to 16.5 m for 60 m height. High-rise buildings require a minimum plot area of 2,000 sq.m and Fire NOC.

What is NOT Counted in Built-up Area?

  • Stilt floor used exclusively for parking (minimum height 2.5 m) is excluded from permissible height and built-up area
  • Basement/cellar used exclusively for parking is excluded
  • Overhead water tank and machine room on terrace are excluded

What is FSI/FAR and how is it different from ground coverage?

FAR (Floor Area Ratio) is the ratio of the total built-up area of ALL floors to the plot area. Ground coverage is the percentage of the plot covered by the building footprint on the ground floor only. For example, a 200 sq.m plot with 120 sq.m footprint has 60% ground coverage. If that building has 3 floors (360 sq.m total), the FAR is 1.8. Ground coverage stays the same regardless of floors, but FAR increases with each additional floor.

Does Telangana have a fixed FSI limit like Mumbai or Chennai?

No, Telangana generally does not impose a fixed FSI cap. Instead, construction is regulated through setbacks, maximum building height (tied to road width), and ground coverage. The effective FAR is derived from these parameters. However, there are specific exceptions — for example, in Jubilee Hills Co-operative Society and Prashasan Nagar layouts, height is restricted to 10 m with a maximum FAR of 1:1 per G.O.168.

How does road width affect the maximum FAR in Telangana?

Road width directly determines the maximum building height. Wider roads allow taller buildings, which means more floors and a higher effective FAR. A plot on a 12 m road may be limited to G+3 (15 m height), while the same plot on a 30 m road could go up to G+15 or higher. Since FAR = footprint × floors ÷ plot area, more floors mean higher FAR, even though the footprint remains the same.

Is stilt parking counted in FAR/FSI calculation?

No. Per G.O.Ms.No.168, the stilt floor meant exclusively for parking (with a minimum height of 2.5 m) is excluded from both the permissible height and the built-up area calculation. Similarly, basement/cellar floors used exclusively for parking are excluded. This means a G+3 building on stilts has the same FAR as a regular G+3, but the actual structure is taller by one stilt level.

What is the minimum plot size for high-rise construction?

High-rise buildings (above 18 m height) require a minimum plot area of 2,000 sq.m per G.O.168 Table-IV. The plot must also abut a road of minimum width specified for the intended height (12 m for up to 21 m, increasing to 30 m for 60 m). Additionally, Fire NOC is mandatory for all buildings above 18 m for residential and 15 m for commercial buildings.
