What is BuildNow / TGBPass?

BuildNow (formerly known as TGBPass — Telangana Government Building Permission Approval & Self-certification System) is the official online portal of the Telangana government for applying and obtaining building permissions. Accessible at buildnow.telangana.gov.in, it is the single-window system for all building plan approvals across the state, covering all municipal corporations, municipalities, nagar panchayats, and urban development authorities including GHMC, HMDA, and DTCP.

The portal was launched to streamline the building permission process, eliminate physical visits to municipal offices, and bring transparency. It integrates with Dharani (land records), IGRS (registration), and revenue databases to auto-verify land ownership before granting permission. The system supports new construction, addition/alteration, reconstruction, compound wall, and demolition permissions.

How Does the TGBPass Public Search Work?

The TGBPass portal maintains a public search database at sw.tgbpass.telangana.gov.in where anyone can look up building permission applications. Our tool connects directly to this official database and fetches results in real time. You can search by:

• Survey Number: The land survey number on which the building is proposed

Documents Required for Building Permission

The following documents are required when applying through BuildNow:

• Registered Sale Deed / Ownership Proof: Original registered sale deed, gift deed, or partition deed proving plot ownership
• Aadhaar Card: For identity verification of the applicant (owner)
• Land Records (Pahani / ROR-1B): Latest Pahani or Record of Rights from Dharani/Bhu Bharati confirming ownership and survey details
• Encumbrance Certificate: EC for the last 13 years to confirm no liens or encumbrances
• Building Plan Drawings: Architectural drawings prepared and signed by a licensed architect registered with the Council of Architecture
• Structural Stability Certificate: From a licensed structural engineer for buildings above G+2
• NOC from Fire Department: Mandatory for high-rise buildings (above 18m) and large commercial buildings
• Airport Authority NOC: Required for properties within the RGIA or Begumpet airport funnel zone
• HMDA/DTCP Layout Approval: If the plot is in an approved layout
• NALA Conversion Order: If the land was agricultural, non-agricultural land assessment certificate is required

Common Reasons for Building Permission Rejection

• Insufficient Setbacks: Building does not maintain minimum setback distances from plot boundaries as per zoning regulations
• Excess FSI: Proposed built-up area exceeds permissible Floor Space Index for the zone and plot size
• Height Restriction Violation: Building exceeds maximum height for the area (near airports, defence installations, heritage zones)
• Land Ownership Mismatch: Dharani/Bhu Bharati records do not match ownership claimed in the application
• Prohibited Property: Land is on the Section 22-A prohibited list (government land, WAQF, temple land, graveyard, assigned land)
• Missing NOCs: Required NOCs from fire department, airport authority, or environmental agencies not submitted
• Encroachment on Buffer: Construction encroaches on road widening zones, nala buffer zones, lake FTL, or other restricted areas

BuildNow vs GHMC Building Permission

BuildNow is the state-level unified portal covering all municipal bodies and urban development authorities in Telangana. GHMC is one of the local bodies that processes permissions through BuildNow. When you apply for building permission within GHMC limits, your application is filed on BuildNow but scrutinised by GHMC officials. For properties outside GHMC but within HMDA limits, the application goes to the respective municipality or DTCP. The portal is the same — the processing authority differs based on property location.
