Stamp Duty Rates in Telangana — Quick Reference Guide

Stamp duty is a tax levied by the Telangana state government on property transfer documents per G.O.Ms.No.59, dated 20.07.2021. It serves as legal validation — a document without proper stamp duty is not admissible as evidence in court. In Telangana, the total cost of a property sale includes three separate components: stamp duty, transfer duty, and registration fee.

Sale Deed — Urban 6% vs Gram Panchayat 7.5%

Sale deed rates in Telangana differ between urban and rural areas:

Urban (GHMC / Municipality / Corporation) — 6% total:

  • Stamp Duty: 4%
  • Transfer Duty: 1.5% (municipal levy)
  • Registration Fee: 0.5%

Gram Panchayat (Rural) — 7.5% total:

  • Stamp Duty: 5.5%
  • Transfer Duty: 0% (not applicable in GP areas)
  • Registration Fee: 2%

Transfer Duty (1.5%) is a municipal-only levy — it does not apply in Gram Panchayat areas. Instead, GP areas have higher stamp duty (5.5% vs 4%) and higher registration fee (2% vs 0.5%).

Example: A property worth Rs.1 crore in Hyderabad (urban) = Rs.4L SD + Rs.1.5L TD + Rs.50K RF = Rs.6 lakhs (6%). The same value in a GP area = Rs.5.5L SD + Rs.0 TD + Rs.2L RF = Rs.7.5 lakhs (7.5%).

Gift & Settlement — Family vs Non-Family

Transfers to family members enjoy significantly lower rates:

  • Gift to family: 2% stamp duty + 0.5% registration (capped min Rs.2,000, max Rs.25,000)
  • Gift to non-family: 5% stamp duty + 0.5% registration (capped min Rs.2,000, max Rs.1,00,000)
  • Settlement to family: 2% stamp duty + 0.5% registration (capped min Rs.2,000, max Rs.25,000)
  • Settlement to non-family: 3.5% stamp duty + 0.5% registration

Partition & Release — Lowest for Family

Family partition is one of the cheapest ways to formally divide property:

  • Partition (family): 0.5% stamp duty (max Rs.1,00,000) + Rs.2,000 flat registration fee
  • Release (family): 2% stamp duty + 0.5% registration (capped at Rs.25,000)

No Gender Concession in Telangana

Unlike states like Haryana or Delhi, Telangana maintains uniform rates regardless of gender. There is no special reduction for women property buyers.

Frequently Asked Questions

What is the total cost of property registration in Telangana?

In urban areas (GHMC/Municipality/Corporation), the total is 6% — 4% stamp duty + 1.5% transfer duty + 0.5% registration fee. In Gram Panchayat areas, the total is 7.5% — 5.5% stamp duty + 0% transfer duty + 2% registration fee. Transfer duty is a municipal-only levy and does not apply in GP areas.

Is there any discount on stamp duty for women in Telangana?

No. Telangana does not offer any gender-based concession on stamp duty or registration charges. Rates are uniform for all buyers.

How to transfer property to a family member with minimum charges?

The cheapest option is a Partition Deed (family) at 0.5% stamp duty (max Rs.1L) + Rs.2,000 registration. Next is a Settlement Deed (family) or Gift Deed (family) at 2% stamp duty + 0.5% registration (max Rs.25,000). For a Rs.1 crore property, partition costs about Rs.52,000 max, while settlement/gift costs about Rs.2.25 lakhs.

What is the stamp duty for agricultural land in Telangana?

Agricultural land is typically in Gram Panchayat areas, so the sale deed rate is 5.5% stamp duty + 0% transfer duty + 2% registration fee = 7.5% total. Transfer duty does not apply in GP areas. The government market value for agricultural land is typically much lower than urban land, so the absolute amount paid is smaller despite the higher percentage.
