What is a Master Plan?
A Master Plan (also called Development Plan or Town Planning Scheme) is a comprehensive land use plan prepared by planning authorities to guide the systematic development of an area. It designates different zones for residential, commercial, industrial, and other uses, and specifies development controls like FSI, setbacks, and building heights.

Types of Master Plans in Telangana
HMDA Master Plan (Hyderabad Metropolitan Area)
The Hyderabad Metropolitan Development Authority (HMDA) prepares the Master Plan for Hyderabad Metropolitan Area covering approximately 7,257 sq.km across 5 districts.
- Covers Hyderabad city and surrounding areas
- Currently Second Master Plan (2008-2026) is in effect
- Third Master Plan (2027-2046) under preparation
- Higher FSI available in certain zones
DTCP Master Plans (Other Urban Areas)
The Directorate of Town and Country Planning (DTCP) prepares Master Plans for other urban areas through Local Planning Authorities (LPAs).
- Covers all major towns and cities in Telangana
- Each town has its own Master Plan
- Development controls vary by location
- Examples: Warangal, Karimnagar, Nizamabad, Khammam, etc.

Understanding FSI (Floor Space Index)
FSI (also called FAR - Floor Area Ratio) is the ratio of total built-up area to plot area. It determines how much you can build on a plot. As per the Telangana State Building Rules under G.O.Ms.No.168, FSI norms are uniform across Telangana.

Premium FSI Based on Road Width
- 9-12m road: Up to 30% additional FSI on payment of premium

Premium charges are calculated based on the Registration Department's guideline value for the area.
Metro Corridor Benefit
Properties within 500 meters of Metro Rail corridors receive a 50% discount on Premium FSI charges.
